How can I get rid of these red spots on my legs?

I've searched many questions but nothing on here is helpful for me, so..





I have these red spots on my legs (mainly upper) that are smooth (not bumps) and are in no way painful, just ugly. I've tried many different types of lotions and nothing seems to work. I've had them for years now.How can I get rid of these red spots on my legs?
