YES!!! and I have just discovered it, Im 22 and have had a few here and there forever and they are always big! I hate it.
So i tried something someone recommended and it is even working on ones that were already there, and preventing them!
Go to a natural health store and buy Tea Tree Oil. It is about 15$, just wash your face and rub on the oil. Now this isnt' regular oil, it is not oily. Trust me it has even made me have better skin tone! I want to spread the word, I wasted so much money on all that clean and clear crap! This is natural and good for your skin too.

i had the same problem in my early teens, the tips that have worked for me have been to always remove any traces of makeup before you go to bed, and to use more moisturiser than you think you need. it sounds strange, but sometimes you don't realise that when you wash your face with harsh products containing strong chemicals, you are stripping your skin of moisture and so it overproduces 'sebum'- the natural oil in your skin, which causes spots. also, use a cleansing mask about once every two weeks, and a gentle scrub once a week to remove any impurities. it may seem expensive but there are plenty of cheaper products for young skin around. i hope this helps.

Use papaya kojic and licorice base soap and cream which are
available online. These work wonders.
Maybe it will work on you too.
